With the word yes. Let's go over some of these differences and how they affect when you should restart your computer versus when you should turn it off completely. The obvious difference is this: one leaves you with a laptop turned off while the other turns it back on, but there are other important differences behind the scenes.   @smarttechpros

 

What is the difference between shutdowns and restarts?

Before Windows 8, there was no difference (other than that a reboot would restart the machine). However, this changed with the introduction of Windows 8 and a new feature: fast Startup.

Fast Startup is still present in Windows 10 and shortens what used to be a much longer startup process after the user clicked shutdown.

 

While all user files and programs are still closed, the operating system's core goes into standby mode. Note that it turns everything off, unlike hibernation and standby. This makes reactivating Windows much more accessible. However, since not all processes are completely stopped, existing problems will not be affected. Your problem will still be there the next time you boot up the workstation.

On the other hand, restarting the device stops all the processes and resumes the operations with a fresh boot at the motherboard level. This is why continuing your computer seems more time-consuming than turning it off and on manually.

 

So the difference lies in the accuracy of the closing process. Unexpectedly, "turning off" the computer leaves more active components than restarting, which is why continuing is the recommended troubleshooting process.
